Purchasing Agent

INTRODUCTION: This position is in the Finance Office of the Support Services Division, Morale, Welfare and Recreation Department (MWR), Naval Station, Guantanamo Bay (NSGB). The primary purpose of this position is to serve as a purchasing agent for Non-Appropriated Fund (NAF) within limitations of appointed contracting warranty, obligating non-appropriated funds. This position is opened to Local and Direct Jamaica Hire.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Performs a wide range of tasks involved in the procurement process of NAF requirements.
  • Responsible for all aspects of contracting transactions from initiation to award for the procurement of supplies, equipment, materials and supplies within contract warrant authority and in compliance with appropriate NAF Procurement Policies and Procedures.
  • Review requisitions and determine appropriate methods of procurement, e.g. Government credit card, blanket purchase agreement (BPA), request for quotation (RFQ), delivery order, or Federal supply schedule.
  • Maintain requirements to be an appointed Government Purchase Cardholder.
  • Execute purchases utilizing the NAF Government Purchase Card.
  • Research catalogs, brochures, and other appropriate reference material to find potential vendors.
  • Perform cost/price analysis evaluations.
  • Research discrepancies involving reconciliation of vendor invoices to purchase orders or notification from vendors.
  • Advises requesting departments of alternate sources of supplies, equipment and services available.
  • Maintain communications with NAVFAC FLCJ regarding barge voyage schedule and shipping requirements.
  • Ensure current TAC codes and approval numbers are requested/obtained by Business Manager.
  • Notify vendors of specific identification and shipping requirements for materials being transported Outside Continental United States (OCONUS) via barge.
  • Request fixed asset number and fixed asset tags as applicable.
  • Ensure that contractors receive impartial, fair, and equitable treatment.
  • Award contracts after ensuring all requirements of law, executive orders, regulations, and other applicable procedures have been met.
  • Maintain records of purchasing transactions and contracts.
  • Investigate and resolve discrepancies in delivery, pricing, etc.
  • Respond to inquiries promptly using tact and courtesy.
  • Performs other related duties as assigned.

 

KNOWLEDGE REQUIREMENTS:

  • A high school graduate with at least three years' experience demonstrating possession of knowledge, skills, and abilities related to purchasing a variety of merchandise and or services.
  • Must understand the importance of the requirements of the contract process and their relationships to each other, beginning with a purchase request through the solicitation, evaluation, award, delivery, and payment for the specific goods or services purchased.
  • Ability to apply the mechanics of purchasing and common business practices as they relate to pricing, discounts, delivery, etc.
  • Professional understanding of the competitive basis for all NAF contracting and a clear understanding of the process associated with NAF procurement.

  • Must be able to analyze various bids to determine if they are in accordance with regulations, and that the contract award is the most favorable for the NAF activity.
  • Requires considerable tact as well as tenacity to ensure that the procurement request is accomplished to the satisfaction of the requesting manager and that the proper regulatory processes are followed.
  • Must have the ability to independently resolve complex issues resulting in the completion of a purchase.
  • Ability to communicate orally and in writing and to negotiate with various levels of business representatives, customers, etc.

Conditions of Employment

  • Must have or be able to obtain and maintain a valid driver's license within 60 days of hire.
  • Must qualify for contracting warrant of $5,000 minimum within 90 days of hire.
  • Required to obtain and maintain a National Agency Check background screening with Inquiries (NACI) or SECNAV 5512, in accordance with current CNIC policy.
