Complex Manager
INTRODUCTION: This position serves as Complex Manager for the Housing Department, Unaccompanied Housing (UH) Division aboard U.S. Naval Station, Guantanamo Bay, Cuba. The purpose of this position is to provide supervisory and management support for operation of Unaccompanied Housing. The incumbent performs in a very visible customer-oriented, fast paced environment, which shares personal and verbal contacts with personal from a wide range of grades, positions and backgrounds.
MAJOR DUTIES AND RESPONSIBILITIES:
SUPERVISORY
- Directly supervises and provides technical oversight for 35 to 45 regular and flexible scheduled employees. The incumbent will work closely with the UH Operations Manager and the UH Division Head, providing information and recommendations concerning assigned personnel.
- Schedules, priorities, and directs work to be accomplished by the staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Monitors and evaluates work performance, taking corrective actions as necessary to improve performance where needed.
- Plans and schedules work to be accomplished by subordinates. Determines the methodologies to use in achieving work goals and objectives. Sets and adjusts priorities. Assigns work to subordinates based on priorities and capabilities of employees. Take positive steps to foster teamwork and effective communication with and between team workers.
- Handles staff suggestions and complaints in a tactful and diplomatic manner, referring to grievances and more serious unresolved complaints to higher level managers.
- Effects minor disciplinary measures such as warnings and reprimands. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s). Takes appropriate disciplinary measures necessary to correct, but not punish, and to support fair and consistent treatment of all individuals.
- Evaluates performance. Identifies training/career development needs and properly documents using Individual Development Plans. Develops performance standards for subordinates. Conduct mid-year and annual performance assessments. Recommends awards and recognitions that contribute to employee morale and recognize performance exceeding established expectations.
- Ensure staff receive proper training to fulfill requirements of their positions and to support individual development by arranging or conducting on-the-job and classroom training.
- Assists in the hiring process. Works closely with the UH Housing Division Head and Operations Manager to determine and plan for staffing needs, initiate recruitment actions, formulate appropriate interview questions and resume ranking standards. Recommends selection and promotion actions.
- Reviews, edits and approves time and attendance in KRONOS for subordinates.
NON-SUPERVISORY
- Utilizes Enterprise Military Housing (eMH) property management system to access resident and facility information and status. Validates, updates, and retrieves data for use in daily operations.
- Maintains accurate records of rooms/buildings under repair, offline, or out of inventory. Track or assist in tracking service calls and work orders until completed.
- Responsible for developing, organizing, coordinating, executing, and supervising a comprehensive maintenance and repair program. Provides input for short- and long-range planning. Recommendations and contributions to project development for renovation and improvement projects.
- Provides on-the-job training and/or coordinates training for subordinates. Ensure subordinates are properly trained to perform job duties and other assigned tasks. Provides on-site training in inspecting, maintenance and repair of appliances and keyless lock system, and minor maintenance.
- Plans and schedules for ongoing production-oriented work for all field employees on a daily, weekly, monthly, and quarterly basis adjusting staff levels as required to meet workload demand.
- Contributes to the preparation of briefings on facilities, documenting contacted work evaluations, drafting work requests for NAVFAC funded repairs and projects, preparing cost estimates for in-house self-help projects and evaluating cost estimates for contractor/vendor proposals.
- Ensures compliance with standard operating procedures and safety requirements. Manages hazmat lockers and storage area in accordance with current regulations, policies, and procedures.
- Monitors work to be accomplished, establish priorities, and apprises higher level management of projected problems. Ensures work requirements and other operations are accomplished efficiently and responsively. Conducts periodic inspections to validate employee’s understanding of expectations related to their positions and/or assigned task.
- Reviews building managers’ inspection reports and determines/validates resident liability for property damage, work order and service call requirements and end of life span replacement needs. Advises the Operations Manager and/or UH Division head of issues, concerns, and needs in the berthing areas. Periodically inspect interior and exterior of UH assets and provide comprehensive reports on conditions and needs.
- Acts as a liaison between the UH staff and the residents’ commands regarding resident issues and concerns.
- Monitors the tracking and validates trouble calls and work orders through completion and perform quality checks on completed work. Evaluate project requirements and keep UH management informed of progress or issues.
- Overseas multiple warehouses and storage rooms. Develops and implements plans for storage and arrangement of stock in accordance with current rules and regulations, determining configuration, setup, movement, rearranging, determines organization and arrangement of stock, and identifies high and low usage items. Supervises and occasionally operates vehicles such as stake trucks, motorized hand trucks and forklifts. Supervises and coordinate incoming shipments arriving by barge or plane, and schedules personnel to facilitate movement of material in accordance with priorities, scheduling requirements, and space allocations.
- Conducts inventory management, maintaining usage data and providing data for annual budget input. Conduct quality control evaluations on furnishings, fixtures and equipment (FF&E) and prepare deficiency reports for submission to the Operations Manager or UH Division Head, as required.
- Research products, supplies, and materials. Obtains quotes necessary for procurement of supplies and other materials needed for the proper operation of UH. Validates product selections/recommendations to ensure products meet or exceed the needs of the operation.
- Accompanying tenant commands, Public Works, Security, Fire, Base Operating Services Contractor (BOSC), Environmental Preventive Medicine Unit (EPMU) personnel, and official visitors when required.
- Actively supports management goals and objectives.
- Performs other duties as assigned
KNOWLEDGE REQUIREMENTS:
- A combination of experience and education is required. The incumbent must have a minimum of three years of experience in a position related to facility management, with at least 2 years of supervisory experience.
- Requires a minimum of 2 years maintenance experience, preferably in appliance repair and keyless lock system maintenance.
- Requires 2 years of work experience that demonstrates knowledge of the basic principles, concepts, standards, and regulations of customer service.
- Ideally possess knowledge of Commander Navy Installation Command (CNIC) policies and standards including safety, environmental and fire prevention regulations and practices.
- Knowledge of agency management procedures and general business practices related to the management and utilization of government housing facilities and quarters.
- Must be skilled in the use of a computer, Microsoft Office applications.
- Must possess basic math and reading skills.
- Must be able to communicate clearly and effectively both verbally and in writing in English.
