Housing Management Specialist
INTRODUCTION:
This position is located at the Housing Office, Unaccompanied Division, operation at Naval Station Guantanamo Bay command. The purpose of this position is to provide onsite facility coordination for 1000-1500+ rooms. Position is open to all current NAF employees within the local commuting area only.
MAJOR DUTIES AND RESPONSIBILITIES:
Manages daily operation of a 1000-1500+ room transient lodging program. Performs a full range of supervision to include training, planning, work direction and administration for the facilities management staff. Ensure assignments are carried out in accordance with established policies and procedures though inspection of facilities.
Evaluates management, maintenance, and operation costs; prepares statistical data; develops information that includes current and past expenditures and estimates of future costs by type of housing and functional budget code; and develops rationale for justification of line items or areas of housing budget proposals.
Makes studies and surveys of area ordinances and regulations governing community life and recommends such new ordinances, regulations, or amendments as would improve housing administrative policies.
Coordinates the housing management program with the major functions and departments of other agencies for whom housing is provided, and /or regulatory agencies to assure adequate services and facilities are provided. Develops standard operating procedures for all facility management functions and ensures that they are followed. Responsible for organizing, coordination and evaluating comprehensive facility program. Responsible for estimating cost, equipment and materials needed for upcoming projects. Evaluate project requests, take corrective action and submit recommendations as required. Prepares purchase request ensuring non-appropriated and appropriated procurement procedures are followed. Receive items and conduct proper inspection and acceptance procedures.
Assists in the preparation, justification, execution and monitoring of the annual non-appropriated and appropriated fund budgets.
Ensures all staff members receive training on safety, fire prevention, MSDS and environmental/industrial hygiene and that all staff members are provided personal protective equipment (PPE).
Investigates and prepares reports for staff mishaps/accidents. Forwards completed package to the immediate supervisor in a timely manner.
Evaluates performance, recommends awards and/or corrective/disciplinary actions. Interviews and recommend applicants for selection or promotion.
Demonstrates proper work methods, inspects work and rooms to ensure that all instructions, procedures and deadlines have been met. Reports the status of work in progress and any causes for delay to management. Evaluates and takes corrective action as required.
Maintain accountability for all furnishing and plant property inventory through the use of a bar-coding system. Ensures items are properly maintained, stored and accounted for. Determine applicable furnishings, supplies, materials and equipment and ensures items are available as required.
Acts as liaison with residents, contractors, vendors and PWC, NAVFAC and other agencies as needed.
Handles resident and/or staff suggestions and complaints, resolving problems in a tactful and diplomatic manner, referring difficult and/or unusual situations to the supervisor. Assists with subordinates regular duties on an as needed basis. Performs other related duties assigned.
KNOWLEDGE REQUIREMENTS: The incumbent must have a minimum of 5 years’ experience in a position related to facility management, with at least 3 years supervisory experience. Must possess knowledge of Navy lodging policies and standards including safety, environmental and fire prevention regulations and practices. Operating knowledge of construction, maintenance, repair and improvement practices and methods involved in determining acceptable work performance. Must understand the daily operation of military installation housing and have a working knowledge of computer software. Must possess basic math and reading skills. Must be able to communicate clearly and effectively both verbally and in writing with management, staff and residents.
EVALUATION: Candidates will be evaluated on quality and nature of the experience pertinent to the position. Applications must show sufficient knowledge, skills and abilities to perform the full range of duties of the Housing Management Specialist.
Must have or be able to obtain and maintain a current driver’s license within 90 days of being placed in the position.
Must have or be able to obtain and maintain a Secret Security Clearance.
This position of trust and IT II position, employment is conditional based on the successful completion of an Access National Agency Check (ANACI).
